Even with "no budget" I think the less then $11.00 per month pretty much says it all.  All you have to do to afford that is give up couple of drinks or a fast food meal. 

Think about it that is roughly 36 cents per day.  You can't even buy a soda for that anymore.</description>

Also - the fact that a business does involve 'work', it's unfortunate - but true.
And as to the comment of not wanting to do everything for free.....

I have many enquiries from people with no budget - and all I can tell them is that everything costs.... EITHER Time or Money or an element of BOTH.

Even if you try to do everything free - at some point there will be a need for 'professional' services - so any profits will need to be reinvested into the business.

And certainly starting out with a 'free' website - will lead to a lot of effort for practical nothing in return.
Some things are just a 'must have'!
